
Substance Use Cost Reporting Instructions
Pursuant to the Welfare and Institutions Code Section 5718(c), county mental health facilities, clinics, and programs are required to submit fiscal year-end cost reports. Kern County requires their mental health contract providers to submit these cost reports to the County on or before September 30th following the close of the County fiscal year. Contract providers should refer to their Agreement with the County to determine if they are subject to this requirement.
Pursuant to the Health and Safety Code Section 11758.46(j)(2), county and other providers providing alcohol and drug services are required to submit fiscal year-end cost reports. Kern County requires their substance abuse contract providers to submit these cost reports to the county on or before August 31st following the close of the County fiscal year. Contract providers should refer to their Agreement with the County to determine if they are subject to this requirement.
