Quality Standards Program (QSP) - Housing Provider Application
Thank you for your interest in participating as a housing provider in the KernBHRS QSP. The QSP establishes baseline standards for housing environments that support individuals receiving behavioral health services and promotes safe, stable, and recovery-oriented housing across Kern County.
Participation in the QSP is required for housing providers seeking eligibility for referrals, placements, or future funding consideration through KernBHRS Housing Services. Approval through the QSP confirms eligibility to participate in the program but does not authorize client placement, initiate funding, or guarantee referrals.
As part of program improvements, the QSP utilizes a rolling document as part of the administrative review process for provider onboarding and compliance. Required application forms, acknowledgements, and supporting documentation are submitted and reviewed through an administrative intake system that allows KernBHRS Housing Services to track completeness, verify compliance, and coordinate site reviews in a centralized manner. This process replaces the former static document packet model and supports ongoing updates, renewals, and compliance monitoring throughout a provider's participation in the QSP.
Once you have reviewed the Quality Standards Program Manual and the Quality Standards Orientation documents, please complete the documents below and email them to HousingServices@KernBHRS.org.

Additional documentation is required to verify the maximum allowable capacity of your facility without obtaining a Conditional Use Permit (CUP). Housing providers must complete a CUP Verification Form through the appropriate city or county planning department, based on the zoning jurisdiction of the facility's physical address.
If you already have an identified facility address, you can take the CUP Verification Form and submit it to the City or County agency with zoning authority over the property. The planning department must complete and sign the bottom portion of the form, confirming the maximum capacity permitted under applicable zoning regulations without a CUP.
