The Office of Patients' Rights is committed to upholding the civil and legal rights of individuals receiving behavioral health services.  Our role is to ensure that such services are delivered in  a manner that respects the inherent dignity, autonomy and humanity of every individual, in accordance with California and Welfare Institutions Code, Title 9 and applicable California Code Regulations.  For additional information, assistance, or to file a complaint, please contact our office at: (844) 360-8250.

We serve as a reliable and impartial resource for beneficiaries, family members, and the broader community through three principle functions:

Patients' Rights Advocacy

We advocate for the rights of individuals receiving behavioral health services by:

  • Educating individuals about their rights 
  • Investigating complaints and reports of potential rights violations
  • Providing training and education to service providers on laws and regulations related to patient rights
  • Representing individuals in inpatients settings during Certification Review and Riese (capacity) Hearings 
  • Receiving and responding to concerns related to potential rights violations

Grievance and Appeal Oversight

Our office oversees the behavioral health grievance and appeal process to ensure that every complaint is:

  • Properly documented
  • Addressed in a timely manner
  • Resolved in full compliance with state and federal requirements. 

Family Advocacy

The behavioral health system can be complex and challenging for families  to navigate. Our Family Advocate provides support to the loved ones of individuals receiving care by:

  • Offering education on patient rights and the behavioral health system
  • Helping families understand treatment process and legal protections
  • Serving as a liaison between families and service providers

Financial Assistance Available

  • No one will be denied access to services due to inability to pay
  • There is a discounted/sliding fee schedule available based on family size and income
