Alison Burrowes is the Director of Kern County Behavioral Health and Recovery Services, the County Behavioral Health Plan responsible for overseeing and maintaining a network of specialty mental health and substance use disorder providers service Medi-Cal recipients and individuals in crisis. In this role, Alison leads efforts to improve care quality, ensure compliance, and enhance collaboration across healthcare, law enforcement, housing, and community organizations.
With over 20 years in public behavioral health, Alison has held leadership roles including Deputy Director and Division Administrator for Substance Use Disorder Services. She holds a Master of Social Work and Master of Arts in Sociology from California State University, Bakersfield, and a Bachelor of Arts from Massey University, New Zealand.
Alison is a Licensed Clinical Social Worker, and actively supports behavioral health through service on various local and regional advisory boards. Her leadership focuses on innovation, cultural humility, and fostering partnerships to improve access and outcomes for the Kern community.
